JACKIE HOWE has been the Firm Administrator for Colling Swift & Hynes for 15 years and has over 40 years of experience in the federal government, trade associations, research and development firms contracting with the U.S. Department of Defense, as well as privately-held organizations in areas as diverse as food distribution, land and waste management, law and government relations.
In addition to her capacity as Firm Administrator, Ms. Howe manages the 100% Recycled Paperboard Alliance, Inc. She is responsible for the licensing of brand owners who wish to use the symbol on their packaging, as well as the accounting and overall administration of the Alliance. Today, the RPA-100% symbol is displayed on hundreds of millions of packages at the retail level and seen by consumers almost any time they take a favorite boxed product off the grocery shelf.
Ms. Howe’s award-winning government service includes over five years working in the White House during the Reagan Administration in the Office of Vice President George Herbert Walker Bush. Working with the Vice President’s Regulatory Task Force as well as the National Narcotics Border Interdiction System (NNBIS), she gained broad exposure to the Executive and Legislative branches of government. During her time in Vice President Bush’s office she also worked with the Office of Presidential Personnel on Presidential appointments. In the Executive Secretariat’s office she traveled with the Vice President and his advisors assisting the group in an active capacity.
Ms. Howe joined the Vice President’s staff after two years as Special Assistant to the Director of the Departmental Office of Civil Rights at the Department of Transportation under Secretary Drew Lewis. While there, she received a Superior Performance Award for her work in the Civil Rights office.
